As was mentioned, the water scooters that are designed for travel are typically very light, but there are some models that weigh a fair bit more. So do a little homework before you set out shopping for a new water scooter.

Also, if you decide that you plan to use the water scooter in a water-based setting, you will need to make sure that you are buying a water scooter with a battery with enough power for the type of surface on which you intend to use it. You might be able to get away with an old and used water scooter as long as you know the type of surface it will be used on.
